This item drops from Great Glorious Alliance NPCs during the Warlands time rift. It isn't a lootable item, but will show up randomly on the ground as a quest item in areas where a task to kill Great Glorious Alliance and Blood Horde NPCs has occurred.

If you are like me and want to farm these on all alts (for bonus and Soridormi rep) here is the macro to check what you have completed so far on the current character:

Strangely, I found the object for this quest during a Murloc/Titan Invasion time rift, instead of during a time rift that included the Warlands.

I finally got this item today during one of the Warlands (Horde\Alliance) rifts. It did NOT drop off of a mob. In fact, it was spawned under a tree no where near any mobs. I found this at 71.23, 70.58.
I have been farming this for a while trying to kill as many of the Great Glorious Alliance NPCs as possible. I don't think this is how it spawns. Rather, I think these quest items are associated to the Soridormi tasks that pop up. Once I stopped just farming NPCs, and started to do her tasks, it showed up for me.

I actually found this on the ground about 30m after the warlands Time Rift ended (which I participated in), so it's worth doing a quick pass around if you didn't see it.
