This mission popped for me after hitting 110 and returning to my Hall. Seems impossible to complete yet though. Starts with a -15% chance of success.

This is one of the max level dungeon quests. Instead of getting free gear like the garrison would give, rather this gives a quest item (e.g. Broken Dragon Scale) which requires you to do the dungeon, and you get a bonus 검은 용의 상자 if completely successfully (there is a normal/heroic/mythic version).

As others have noted, when it first pops up when you just hit 110 - it is pretty hard to get successfully completely -- since it wants your champions to be 110 as well, and they won't be unless you spend all your time in your order hall instead of out questing.
