Classified as "Weekly Raid", I'm guessing these become available with the last wing of Icecrown Citadel.

2 each with the same name, which points at different versions for 10 and 25 man, Securing the Ramparts even has 4 versions, apparently Horde/Alliance specific if you read the quest text.
Except Respite for a Tormented Soul, they seem to be given at Light's Hammer, the Ashen Verdict's beachhead at the raid entrance.

This quest is one of the five ICC Weekly Raid quests that were released along with Patch 3.3.2 (Others are listed here).

It can be picked up from an NPC that emerges from the elevator after you clear the first pull after Lady Deathwhisper. It is also later turned into the same NPC after completion.

To complete the quest, you continue to clear the trash after Deathwhisper, but instead of boarding the gunship after you defeat the bone dragon, you keep clearing the trash past him. Eventually you will see a large frost giant patrolling the back side of the spire.

Clear enough trash that you have plenty of room to move around during the fight.

Before pulling, arrange your ranged (DPS/healers) so that each player has a partner they are stacked on top of, and each pair of players are at least 10 yards apart. This is due to the Death Plague debuff that the frost giant gives.

During the fight, the frost giant will periodically (~20 seconds) cast death plague on one random player from the raid (3 on 25 man?). 15 seconds after the buff is applied, it will cause 8k damage to any nearby players. However, if there are no players within range of the player with the debuff when it expires, that player will instantly die. Any players that are in range of the debuff when it expires will also gain Death Plague, and the player that the buff was transferred from will gain Recently Infected, making them immune to Death Plague for the next 35 seconds.

The frost giant will also frequently cast a knockback that tosses everyone about 20 yards into the air.

Make sure that the healers are prepared to heal any player that is in range of the plague when it expires, and this mini-boss suddenly becomes very easy.

The Sack of Frosty Treasures contains 5 x Emblem of Frost and approximately 10 gold.

Because all quests award experience by default, which is then converted into gold for maximum level players.

Wrong, they arent given at the Light's Hammer. They are given throughout the instance. For example Deprogramming was given just outside Deathwhisper's room.

If you forget to turn in the quest while raiding, the NPC will appear in the beginning of the instance. If you're alliance he appears next to the Ashen Verdict ring vendor, the horde NPC should be somewhere nearby too.

Two methods to this fight.
10man:
Stack in pairs of 2 (preferably as ranged and melee groups) and stay 9-10yrds apart.
(this will make a circle around the boss and healers will need to be arranged in a triangle to make sure everyone gets heals and
healers can cover other healers.)

25man stack as:
---Boss+++

(1 side will get frozen and the other tank must taunt)
Those that get plague will go to empty space with someone and remain there.
The person with the plague will now pass it onto the next and become immune.
The immune person stays in the empty space until immunity is gone and then goes back to group.
The number of people in the empty must be even.
(lets say 3 infected, 2 immune is in ... 2 infected will pass onto 2 immune and cancle the plague but 1 infected will die unless...
1 non-infected goes into the empty space group to make it even).

I don't believe you can turn this quest in unless you picked it up before you killed Gunship.

I didn't make our Tuesday evening raid, they saved this weekly quest for the Wednesday raid (for plague practice for Professor). I came in Wednesday, killed a few bosses and came back for this quest - The NPC was not there, nor was he at the entrance to the instance.

He only appeared after we had killed the Frost Giant and the majority of the raid went to turn in the quest at Light's Hammer.

Not sure if this is a bug, or if you need to be there when the NPC appears before Gunship trash or what?

Can anyone else confirm this?

This quest, along with the its rewards, the Rotting frost giant and the other ICC weekly quests were removed with the Shattering (patch 4.0.3a).
