Just announced, blizzard is adding a feature in 3.2 to disable XP gains. Want to only play pre-BC content? /xp off, and have fun raiding level 60 dungeons, or you can /xp off at 70, etc. etc.
HUGE change IMO.

Community Team: Given that gaining experience through PvP game play is a rather substantial addition to the World of Warcraft leveling process, there is bound to be some concern among players that enjoy staying at a particular level to participate only in specific level brackets of the Battlegrounds, otherwise known as "twinking."
Do these players still have an avenue to remain at a level of their choosing while still being able to engage in PvP combat?
Cory Stockton: Yes, players will have access to a new option that will allow them to turn off experience gain in PVP. This option also ensures that you will only be matched against other players that have set the same switch. Players can activate this option by talking to new NPCs, Behsten and Slahtz, near the Battlemasters in Orgrimmar or Stormwind. This new ability will cost 10 gold to turn on or off each time.
If these players disable the ability to gain experience, will this apply to PvE content as well?
Cory Stockton: Yes, this option will apply to PvE content as well as PvP.

I noticed this when I was looking through the 3.2 patch notes. Looks like it's mainly a way of teasing out twinks into their own BGs. But if you wanted to artificially cap yourself before 80 for any other reason, the notes do say they stop all XP gain.
Edit: The OP has the mechanism completely wrong of course, so ShellyBelly's griefing dreams will never come to pass.

Disabling experience gains will prevent a player from gaining experience through any means available in the game.
Yes, this option will apply to PvE content as well as PvP.
Hmm, twinks will be able to do endless instance runs for that perfect item now. Looks like they made everyone happy this time.

Seems like some of the queues will take longer now, especially for those who are not turning off their xp. Guess this change will probably make things more fun for people who are not twinked.
This also means that getting good blues you want from instances will not be super difficult. After all, you can rerun any instance as many times as you want without having to worry about lvling.
This is great, though, for my 60 pally. I've only gotten a group for MC once and it fell apart quickly.

No big deal, putting it on a command or putting it a hearth away, its no big deal for those who actually want to use it. This just makes you not be able to grief others with it.
Its the concept that matters, blocking yourself from getting XP, that has huge potential.

It could be the end for twinking. There will not be enough of them to continue after this...
If this kills twinks, then it only proves that people twink just so they can harass newbies. All of their "we think it's a better game at low levels!" and "twinks only do it to fight other twinks!" horse plop will be shown as just that.
