As an Alliance character who never played BfA, I needed to complete the following in order to get to Zandalar:

항해 시작 starting with 격전의 아제로스: 심판의 시간.
At that point I could start 전쟁 대장정, then 잔달라 대장정, and finally 거점은 줄다자르에서.
Then I could finally just fly to Dazar'alor to reach 상인 린워쇼.

If you are Alliance, you can complete this without having to quest to unlock the stupid port to Zandalar.

1. Port from SW to Caverns of Time
2. Fly to Durotar at /way 72, 78
3. Take Echo Isles ship at east side (/way 70.6, 37.6 in Echo Isles map) to Zuldazar.

Do not fly over Algar Island in Dustwallow Marsh or it will dismount you.

The quest turn in NPC is on the mid level.

If you attempt to browse the vendor's wares in Zandalar as Alliance, guards will keep coming to fight you that hit like trucks and have 3.5 mill hp. However, he appears inside ZG once you've turned this quest in so that's an easier place to reach him.

Alliance who didn't play during BFA just take the portal in Valdrakken to Nazmir and fly to Zuldazar. You don't need to do these quests and other suggestions.

I was able to loot both items and complete the quest as a level 63 Alliance hunter. Level 70 is not required.
