Argent Dawn reputation is unlocked through the questline given by Fiona starting at the wagon near the border between EPL and WPL. Once you get halfway through, you can also do the repeatable quests Aberrations of Bone and Annals of the Silver Hand for more reputation to exalted.

The quests required to unlock Argent Dawn reputation take about 20-30 minutes total:

Completing "The Trial of the Crypt" will automatically put you at Revered with the Argent Dawn. Now you can complete the repeatable quests Annals of the Silver Hand and Aberrations of Bone for additional dawn rep.

If you did everything but this step with a character that wasnt exalted you DO NOT need to get exalted on that character. Log into another character that is exalted with Argent Dawn and do the quest! No need to farm rep.
