If a caster comes into a raid at this stage with a blue neck on, when there is a pretty decent epic neckpiece available from reputation (I can't remember the faction >.<), then that's not exactly showing the greatest effort. Players would then get a bonus or penalty to their position in the random queue (ex., the top 10% players would immediately jump 10 places ahead when they join the queue, while the bottom 10% of players would get "overtaken" by the next 10 players to join, unless those were also in the worst 10%). The game would keep track of each player's 100 or 200 most recent ratings (over a maximum of 3 months or so), and delete older ones, to calculate a relevant "popularity score". Players should not be able to see who voted for them, or their exact rating (maybe just "current standing: excellent \/ good \/ poor", depending on their average). There could be achievements for getting a certain number of positive votes (ex., 1 vote, 10 votes, 100 votes, with the last one awarding a title like "Mister \/ Miss Popularity"). If you played with the same player twice, his latest vote would overwrite the previous one. All this is pretty trivial to implement, since Blizzard already has this kind of interface built into the game (the "GM Survey" you get after talking to a GM, just replace the questions with each player's name and disable the comments field).\r

Alternatively, to use a system already 100% in place, people on more than 10 ignore lists should get a penalty (ex., minimum 10 minute penalty when joining for a random and no "luck of the draw" buff for them).\r

GMs don't give a copulation about bad behaviour (the typical reply is "they abused the system to screw you and help some friend of theirs? too bad, that is something you must solve with them", even though they aren't even on your realm and there's absolutely nothing you can do except talk to a GM, whose single function these days seems to consist of cut & paste - and interrupting boss fights, as if they had no way of knowing what you're doing when they page you), and the game is getting progressively more staturated with jerks, so if Blizzard doesn't want to deal with it (because they consider the subscription money from jerks more important than the health of the game), at least implement some kind of semi-automatic system to let players rate each other (with consequences).\r

This is right what we need, as long as something is there to push people to actually rate everyone. When the only rates going out are negative ones, the value diminishes considerably. All in all rep systems are very effectiive; as anyone who has actually been a part of one can attest.
