This is the result of tying a whole race to very few characters. Forsaken was so closely tied to Sylvanas that once Blizzard destroyed her character, they took away Forsaken's identity with them.Now, I find the irony of having a 'lightforged-undead'' Menethil to lead the Forsaken to be quite funny. But that doesn't mean most will like it.Honestly though, anyone is better than what Sylvanas had become.
I feel Forsaken are going back to their true roots from when they were alive living in Lordaeron.In the end they are her people alive or dead.So we may just see forsaken going back to their true selves how they were in life.

They are simply taking some of the recently revived ones like the night elf sentinels from dark shore, and help them cope with their new cursed existence.This would leave the future of the race in question, as Voss said she wasn't interested in becoming Queen.
No, Calia is not the next Forsaken leader. Temporarily it's Lillian, of course but she thinks there's another more capable. That person must be Gunther Arcanus of course.
