I'm not gonna dismiss their comment as quickly as you did. Echoes don't actually come in that quickly. Even completing all three assaults and 7 emissaries is barely 3k Echoes in a week, during which the vendor will have rotated once.

Unless you're spamming M+ or rated pvp, you aren't really going to be swimming in Echoes or earning them very quickly. If you already have an item with Severe 1, my suggestion is to buy Severe 2 & put it on a second item. Getting the same benefit while costing less.
