Right now Wowhead shows this starting with NPC #44175, but it starts and ends with the same guy, Drill Sergeant Steamcrank (NPC #42324) and becomes available to gnome warriors once they hit level 3.

This quest is only available to Gnome Warriors and Rogues at lvl 3. Quest reward is the Very light Sabre.

Quest is indeed only available to gnome Warriors, in order to be a different race and use this, you must pay for a race change. Checked as of 5.0.4

I am writing this because it took me some time to figure everything out.

Some folks been asking can you get the quest/item with a high level warrior toon who never been a gnome (or is a gnome but was created years ago)?
Yes, you can. You need to pay for a race change (or faction change if you are Horde, obviously skip both if you are a gnome already), come to gnome starting location and then go down to Gnomeregan to start the quest chain from the very beginning. Find 네빈 트위스트렌치 who is standing inside room North then East from the entrance, do the quest chain, at some point he will send you to the surface and to your class trainer next. Take the quest, charge the dummy, congrats, you are a Jedi.

I can 100 percent confirm that this item is obtainable by a non gnome leveled warrior.
Good luck, for me those were money well spent. I can now play Imperial March on our voice chat every third pull.

with the announcement of Legion transmog system, there will be plenty of Level 3 Gnome warrior with this weapon just for the transmog purpose.
