I do not understand. Is this quest only available to certain types of class or is there some other restriction to it? My char don't seem to be eligible for it. Anyway I'm way past it now, just wondering why it never appeared in first place.

Just so you know, if you're hated with Booty Bay you cannot complete this quest, i have tried it numerous times, and you just can't :(
