General info:
Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.Rare NPC in legion have almost instant respawn time (1-2 min max)
On first kill drops 연맹 자원 and sometimes 용맹한 자의 명예
용맹한 자의 명예 can be buffed with 유물 연구 기록

if you start from "Starsong Refuge", follow the stone path north. At the curve, goes to the left on the dirt road and follow it (bridge, crossing straight, huts), until you reach "Shala'nir". After the archway turn right and then along the lake until you discovered 리라스 문페더 in his hiding place.
