seems to spawn at 28.33, 45.84.
Which, conveniently, is right about where the ? is on the map for this quest.
It's also one of the few places I've found more than one whelp cage within spitting distance of each other.
The maddest I've been this expansion is other people repeatedly beating me to the whelp cages.
When you land on Illidari Perch to do this World Quest, you will find whelps to freed already around the base but just go direct to the
Cave (entrance = 28.24 , 44.83)
where you need kill
, there you will find tons of jails with whelps and will complete your quest quick.
If you dont have coordinates addon, leave the base to the north, it's the road almost in front,at the left of group of Silver Hand Knights.

Spawn rate of cages required to free whelps is very poor for the numbers that CRZ likes to shove into the area, expect frustration trying to complete this WQ.
As other comments have stated, the jailer is inside the cave. Take the path up to the right and he's usually wandering around there.
If you're getting frustrated with the whelp cages and other players beating you to them, I have a tip for you:
Look for the whelp cage along the main strip where there is one that spawns in the air (hanging from a chain) and one that spawns on the ground near a Willbreaker mob. If you stand on the debris by the cages, you can reach to click both of them. Free these two whelps, and then just wait there. The cages only take 20-40 seconds to respawn, so you will finish with the cages in just a few minutes without even having to move. You may or may not have to kill the Willbreaker again; he respawns quite a bit slower than the cages do.

I don't recommend the cave unless you LOVE killing mobs. They spawn every 10 - 15 seconds, and you always have 2 or 3 on you.
I had to kill 2 or 3 mobs for every whelp I saved.
If you are on a busy server, this quest is poorly designed so that someone will steal your whelps before you can take out the mobs (which, as noted, are everywhere). You need to be able to free the whelps (which isn't instant) before you kill the mobs.
I wouldn't recommend it for mages.
This is a perfect example of why I believe there is more than one team working on this game. It greatly explains why one world quest allows for multiple people to click on a quest item (for example, freeing the demon hunters from the cages in the same zone), but a quest like this only one person can click on the cage.
I also noticed that there is only one whelp per cage now, used to be many whelps.
There was a whelp cage at /way 31 47 that was respawning so quickly I could hardly keep up. It's a bit away from the center of action so the crowds were not so dense.
When exiting the Illidari Perch, turn north to the intersection then turn west. The ? marking the quest is roughly where the cave is. There are several legion jailers within the cave.
You have turned the wrong way (south) if Houndmaster Stroxis is wandering around nearby and you aren't finding the jailers in the two small caves.
