This is a general Retribution Paladin DPS rotation, using the talents recommended above. More optimized rotations and notes on on cooldown use can be found in the

Don't wait for a builder to come off of cooldown just to spend Holy Power. You shouldn't ever be waiting unless you have less than 3 Holy Power and all of your builders are on cooldown.

Only two gear slots can be enchanted by all players in Battle for Azeroth: weapons and rings. Because Ret Paladin stat weights are all very close to one another, your stat priority may be different, and therefore you should sim your own character to find out what is best for you.
While gearing up, you'll typically want to use the highest item level azerite pieces you can get, rather than chasing specific bonuses, until your gear stabilizes. That said, all else being equal some azerite traits are more desirable than others.
